Raymond Avila è un giovane ispettore incaricato di indagare su un presunto caso di corruzione che riguarda un suo ex compagno d'accademia alle dipendenze del sergente Dennis Peck. Quando l'indagato viene ucciso i sospetti si indirizzano su Peck, personaggio ambiguo e violento. Il conflitto tra lui e Avila assume toni sempre più aspri, fino allo scontro finale.
