Tra Genova e Marsiglia due bande rivali si contendono il traffico della droga. Sulle loro tracce c'è il commissario Belli. Questi arresta "il libanese", ma alcuni sicari lo uccidono perché non parli. Belli, sospettando che dietro il traffico si nasconda un noto industriale, chiede al suo superiore (che ha già sul sospettato un ricco dossier) di poterlo incastrare.
