Nel Texas, il poliziotto locale Mick Souder (Sam Worthington) è affiancato da un agente proveniente direttamente da New York (Jeffrey Dean Morgan) per investigare su una serie impressionante di delitti irrisolti che hanno interessato tutta la zona della baia di Galveston, all’ombra dei pozzi petroliferi, e mietuto vittime, di cui la maggior parte erano giovani prostitute. Ma, pescando nel torbido, i due si ritrovano presto con le spalle al muro quando vengono presi di mira i loro più cari affetti, mettendo a repentaglio la vita di Pam (Jessica Chastain), ex moglie di Mick, e dell'adolescente Ann (Chloe Moretz), ragazza di strada dalla storia difficile, a cui si sono nel frattempo legati.
