Un agente CIA, Roger Ferris è sulle tracce del capo di un gruppo terrorista che si ritiene operi dalla Giordania. Quando Ferris escogita un piano per infiltrarsi nel gruppo, deve però riuscire a garantirsi l'appoggio del suo collega Ed Hoffman, uno scaltro veterano, e dell'intelligence giordana, sospettata di fare il doppio gioco.
